The Washington Examiner reports that Democrats are proposing to exempt unionized workers from the massive tax hike needed to fund government health care:With cost estimates already as high as $1.6 trillion, Senate Finance Committee Chairman Max Baucus, D-Mont., has proposed paying for the bill in part by taxing health care benefits for workers who earn more than $100,000, or $200,000 for married couples, according to those familiar with the discussions. Baucus is also weighing a tax based on the value of health care benefits that exceed a yet-to-be determined cap. Democrats Gamble State Finances, Majority Status, on Pinnacol “Gimmick”
The budget debate at Colorado's State Capitol heads into full throttle this week. In a tough year, the linchpin to the Democrats' plan is a raid on the privately-funded Pinnacol Assurance Company. Even the Denver Post recognizes this as a bad idea:If lawmakers can't get money from Pinnacol, higher education could be cut by more than $400 million — more than half the state's allotment to colleges and universities. Pinnacol offers guaranteed workers' compensation insurance, and Republicans have argued that because the insurer's assets were funded by businesses paying premiums, the state should keep its hands off. One of my favorite aphorisms about Colorado politics is that the House Education Committee is where good education reform goes to die. Case in point is Senate Bill 57, the school spending transparency legislation that committee Democrats shot down after hearing more than 30 citizens and activists who volunteered to come down and testify for the bill. Is Colorado's Democratic Congressional delegation really going to play Pavlov's dog to Big Labor officials? News came out earlier today that Colorado Democratic Congresswoman Betsy Markey has agreed to co-sponsor - just as U.S. Senator and former Congressman Mark Udall did in the recent past - the poorly-named Employee Free Choice Act (EFCA) -- aka card-check. Or as my colleague and fellow blogger Amy Oliver put it: "Markey pays back labor unions". If not for the money, why else would Markey leap into action as an EFCA co-sponsor? The other half of Colorado Democrats' shell game rolled through the state senate last night - with one of the longest debates on a state legislative bill in recent memory. Senate Bill 228 would repeal the state general fund's 6 percent spending limit and allow additional funds to be diverted from transportation to pet government programs (now mainly supported by Democrats).
