When is a Tax Increase Not a Tax Increase?

How do you sell a tax increase as something other than a tax increase? These days Colorado Democrats are even having a hard time with it. Last week Governor Bill Ritter announced the unveiling of the cleverly-named "Colorado Children's Amendment," which somehow would do two things simultaneously: 1) Freeze scheduled property tax rate reductions, raising next year's tax bill for homeowners and business owners in many of the state's school districts - ostensibly to save the State Education Fund (created by Amendment 23 to finance only certain K-12 expenses). Of course, this is not an entirely new idea - one that has been shot down before because it violates TABOR by changing tax policy without a vote of the people, but it has been … [Read more...]

A Chance to Do Even More for Colorado’s Foster Kids

Ideally speaking it is the hard job of a legislator to prioritize the distribution of scarce resources to programs based on their deserving and effectiveness. Representative Cheri Jahn (D - Wheat Ridge) is laudably pushing to ensure that foster children receive their share of state social services funding. But the Democrat majority in Denver could do significantly more to provide these children greater stability and an opportunity for success: provide publicly-funded scholarships allowing foster kids the ability to choose a stable education program, whether the school be public or private. Foster children frequently are shuttled from home to home, and in the process transferred from school to school - often moving into educational … [Read more...]

The Spelling Bee is Back

Spelling geeks of the world, re-unite: The finals of the Scripps Howard National Spelling Bee appears on network television tonight for the 2nd consecutive year. The 2006 edition must have been enough of a ratings success to bring back an event once confined to the popular shadows. Returning for his fifth and final year of bee eligibility, 13-year-old Samir Patel of Fort Worth, Texas, occupies most of the spotlight with the expectations that this might finally be his year. By the same token, there are several top-notch spellers from the United States and Canada with a legitimate chance to win the 80th annual Scripps Howard event. For its part, the Rocky Mountain News focuses our attention on 14-year-old Maithreyi Gopalakrishnan, the … [Read more...]

Is Bloomberg for Real?

The specter of a possible independent presidential candidacy by New York City mayor and egocentric political maverick Michael Bloomberg has drawn some astute observations from John Zogby on the left and Cal Thomas on the right. Interestingly, they echo similar themes. Writes Zogby: After more than a decade of harsh wrangling, likely voters tell me they are tired of the vicious partisanship. In a national telephone poll last month, 80% said it was "very important" that the next President be a person who can unite the country, and 82% said the same about the need for a competent manager. Bloomberg wins on both counts. Another 58% said it was "very important" that the next President be able to cross party lines to work with political … [Read more...]

Senator Spence: Charter School Champion

Senator Nancy Spence (R-Centennial) deserves Colorado's Charter School Champion Award. A few weeks ago she led the charge to flip a highly regulatory, anti-charter school bill upside down. Today, she got the School Finance Act amended to prevent charter school students from being shortchanged. Spence's nemesis in both cases has been Senator Sue Windels (D-Arvada). After winning Round Two, the state senate's Charter School Champion expressed her frustration: “Frankly, I’m getting sick and tired of these repeated attempts, bill after bill, year after year, to undermine charters,” Spence said. “Parents want them because their kids obviously aren't being served by traditional schools. After trying for years to reason with lawmakers … [Read more...]

Democrats Can’t Spare $250,000 for Education that Works

Colorado Democrats continue to show their true colors. They voted to create a fund to accept donations for after-school math and science tutoring programs but shot down an attempt to give even a token amount of state funds as seed money. Senator Mike Kopp (R-Littleton) proposed contributing $250,000 from the State Education Fund for the program, which has a proven track record of success: “This amendment would augment strength within the program by moving money to fund the proposal,” said Kopp when proposing his amendment. “I think $250,000 is a reasonable amount to help these kids achieve their goals. (The program) has a 100-percent graduation rate, and some of these kids are doing types of mathemathics I haven't even heard of … [Read more...]

GOP Senators Tell Boulder School Officials to Straighten Up

Update (6/5): Open blogging keyboard, insert foot. I clearly glossed over the problems with O'Reilly's reporting of the situation. Upon closer examination and analysis, he clearly has distorted the goings-on in Boulder (to be sensational? to fit the thesis of his book? I don't know). Boulder school officials aren't to be completely exculpated, but they have handled the matter more responsibly than the Fox News commentator has given them credit for doing. So, regretful apologies for my earlier misstatement, and hope this adds a little clarity. Republicans in the Colorado legislature have taken their turn now putting the heat on leaders of Boulder Valley School District for putting on a mandatory pro-sex, pro-drugs seminar for high school … [Read more...]

McInnis is Out

It's now official. I like the headline over at the Coloradoan: "McInnis abandons Senate race; 'all eyes' on Schaffer." That Schaffer would be the next focus makes sense and jives with the test poll results of Colorado Republican political insiders here at Mount Virtus. As of 9:00 PM MDT, with 48 votes cast, the rankings are: Bob Schaffer - 27 (56%); Bill Owens - 6 (13%); Tom Tancredo - 5 (10%); Scott McInnis - 3 (6%); Mike Coffman, Marc Holtzman, and Bob Beauprez - 2 each (4%); Dan Caplis - 1 (2%). Considering the fact that Owens and Tancredo are mostly wishful thinking, McInnis has bowed out, and Republicans will be reluctant to embrace either Holtzman or Beauprez after last year's divisive primary, I think the field is clear for … [Read more...]

Patronizing Parents Who Want a Better Education

Are you a student at a charter school or the parent of one? Or maybe just stuck on one of the long waiting lists to get in? In the past week we've learned that the now-ex-chairman of Colorado's House Education Committee Mike Merrifield (D-Manitou Springs) thinks you're worthy of eternal damnation - Mike Littwin thinks it's a big joke: This wasn't a Deanna Hanna or a Joe Stengel scandal. This was Mike Merrifield writing that backers of vouchers and charter schools deserved a "special place in hell." That's it. It was written on private e-mail, but, apparently, not private enough. Windels' e-mails went the way of a public records request from a new conservative Web site - facethestate.com - and, when it went public, Merrifield had to … [Read more...]

Midway Remembered at 65

Exactly 65 years ago today raged one of the most significant battles of modern times - a critical victory by the United States Navy. The Battle of Midway (June 4 - 7, 1942) saved a key Pacific outpost and inflicted irredeemable losses on the Imperial Japanese Navy, including four aircraft carriers. After Midway, the Japanese were forced into the strategic defensive, and three years of bloody island-hopping followed that led to ultimate Allied victory. The battle is also the subject matter for one of the best war movies ever made, starring Charlton Heston, Henry Fonda, Glenn Ford, James Coburn, and more. Key historical moments like this one deserve to be remembered on these important anniversaries. And God bless the U.S. Navy! … [Read more...]
